Accounting Recognition of Asset Retirement Obligations. A company must recognize an asset retirement obligation (ARO) when it has an existing legal obligation associated with the retirement of a long-lived asset and when it can reasonably estimate the amount of the liability. Companies should record the ARO at fair value. [10] Obligating events. Examples of existing legal obligations, which require recognition of a liability include, but are not limited to: •Decommissioning nuclear facilities; •Dismantling, restoring, and reclaiming of oil and gas properties; •Certain closure, reclamation, and removal costs of mining facilities; and •Closure and post-closure costs of landfills. In order to capture the benefits of these long-lived assets, the company is generally legally obligated for the costs associated with retirement of the asset, whether the company hires another party to perform the retirement activities or performs the activities with its own workforce and equipment. AROs give rise to various recognition patterns. For example, the obligation may arise at the outset of the asset's use (e.g., erection of an oil-rig), or it may build over time (e.g., a landfill that expands over time). Measurement. A company initially measures an ARO at fair value, which is defined as the amount that the company would pay in an active market to settle the ARO. While active markets do not exist for many AROs, companies should estimate fair value based on the best information available. Such information could include market prices of similar liabilities, if available. Alternatively, companies may use present value techniques to estimate fair value. Recognition and allocation. To record an ARO in the financial statements, a company includes the cost associated with the ARO in the carrying amount of the related long-lived asset, and records a liability for the same amount. It records an asset retirement cost as part of the related asset because these costs are directly related to operating the asset and are necessary to prepare the asset for its intended use. Therefore, the specific asset (e.g., mine, drilling platform, nuclear power plant) should be increased because the future economic benefit comes from the use of this productive asset. Companies should not record the capitalized asset retirement costs in a separate account because there is no future economic benefit that can be associated with these costs alone. In subsequent periods, companies allocate the cost of the ARO to expense over the period of the related asset's useful life. Companies may use the straight-line method for this allocation, as well as other systematic and rational allocations.

The company operates deep mines as well as strip mines. Most of the coal mined is sold under contract, with excess production sold on the spot market. The coal mining industry, especially high-sulfur coal operations such as Bethesda, has been hard hit by environmental regulations. Recently, however, a combination of increased demand for coal and new pollution reduction technologies has led to an improved market demand for high sulfur coal. Bethesda has just been approached by Mid-Ohio Electric Company with a request to supply coal for its electric generators for the next four years. Bethesda Mining does not have enough excess capacity at its existing mines to guarantee the contract. The company is considering opening a strip mine in Ohio on 5,000 acres of land purchased 10 years ago for $5 million. Based on a recent appraisal, the company feels it could receive $4.5 million on an aftertax basis if it sold the land today. Strip mining is a process where the layers of topsoil above vein are removed and the exposed soil is removed. Some time ago, the company would simply remove the coil and leave the land in an unusable condition. Changes in the mining regulations now force the a company to reclaim the land; that is, when mining is completed, the land must be restored to near its original condition. The land can then be used for other purposes. Because it is currently operating at full capacity, Bethesda will need to purchase additional necessary equipment, which will cost $30 million. The equipment will be depreciated on a seven-year MACRS schedule. The contract runs for only four years. At that time the coal from the site will be entirely mined. The company feels that the equipment can be sold for 60 percent of its initial purchase price. However, Bethesda plans to open another strip mine at that time and will use the equipment at the new mine. The contract calls for the delivery of 500,000 tons of coal per year at a price of $35 per ton. Bethesda Mining feels that call production will be 550,000 tons, 625,000 tons, 710,000 tons, and 640,000 tons, respectively, over the next four years. The excess production will be sold in the spot market at an average of $40 per ton. Variable costs amount to $10 per ton, and fixed costs are $2,500,000 per year. The mine will require a net working capital investment of 3 percent of sales. The NWC will be built up in the year prior to sales. Bethesda will be responsible for reclaiming the land at termination of the mining. This will occur in year 5. The company uses an outside company for reclamation of all the company's strip mines. It is estimated the cost of reclamation will be $3 million. After the land is reclaimed, the company plans to denote the land to the state for use as a public park and recreation area. This will occur in year 6 and result in a charitable expense deduction of $5 million. Bethesda faces a 40 percent tax rate and has a 10 percent required return on new strip mine projects. Assume that a loss in any year will result in a tax credit. You have been approached by the president of the company with a request to analyze the project. You know, it's no secret that Donald Trump's entire cabinet, his administration, the agency heads that he's put in place, they all reek of corruption, but so far most of that coverage of the corruption has focused on Scott Pruitt, who's since resined, Tom Price, who had since resigned, Ryan Zinke, Betsy DeVos, Ben Carson, all of whom are actually currently under different investigations at the moment for their corruption. One person that's actually managed to kind of skate by is Wilbur Ross, the Commerce Secretary that Donald Trump put in power. Wilbur Ross himself is actually a billionaire, much like Betsy DeVos. Just like Betsy DeVos, his entire career with the Trump Administration has been riddled with conflicts of interest, most of which border on illegal. According to a new complaint filed by the Campaign Legal Center this week, Wilbur Ross has been using his office and his power within the Federal Government to basically advise himself on stock trades, which is a massive conflict of interest that, yes, is 100% illegal. Here's what the Campaign Legal Center has to say. First and foremost, Wilbur Ross promised upon taking office that he was going to divest from all of his personal finances. He wasn't going to be involved with it. He had no say over any of it. He was just going to do his job at the Commerce Department. His stocks were going to do their own thing with whoever he trusts them with. That didn't happen. He did not divest. There's no evidence to suggest he divest, and furthermore there's actually plenty of evidence to suggest that he did not in fact divest from any of his financial holdings. Again, this man is a billionaire, a billionaire. More money than he knows what to do with, but like so many other billionaires in this country, it's never enough. According the complaint by Campaign Legal Center, Wilbur Ross has on multiple different occasions shorted his own stocks that he owns, sells them for less than they're worth, in order to dump them, usually a day or two before massive news comes out that would end up hurting those stocks. Specially, the stocks they name are Air Lease, Sun Bancorp, and a major holding a Chinese steel company that obviously was effected greatly by Donald Trump's tariffs. He dumped those stocks with insider knowledge so that he didn't lose money. You know, if that sounds familiar, it should, because that is literally the exact same thing that Chris Collins got popped for last week, arrested for, when he held stock in a pharmaceutical company. He knew that the FDA did not approve their latest drug and that it would hurt the stocks, so he called his son told him to dump the stock the day before the announcement was made. They ended up not losing $750,000 that everybody else lost basically because the stock fell I think 90%. Nonetheless, Wilbur Ross is doing the same thing on a fairly regular basis as the Secretary of Commerce here in the United States. While the Campaign Legal Center is not suing him per se for these conflicts of interest, they're calling on the Inspector General's Office at the Commerce Department to investigate him to figure this out, to find out if this man is in fact using his office to either make himself richer or avoid major financial losses. Both of those are completely illegal, but according to the evidence it looks pretty much like we can guarantee Wilbur Ross has been doing this since he came into power. It's not just the Commerce Secretary. It's not just the staffers. Let's not forget how corrupt and incompetent Donald Trump himself is. A few days ago, he was in New York, and he was stumping for republican representative Claudia Tenney. During his little stump speech, he kind of went on a tangent a bit about taxes in New York State.
